Why did Obama sign the START treaty? How did it strengthen America ?

I will post this everyday until someone gives a good answer. We gave up our biochem weapons and nuetron bombs cause they said we could always have our nukes now Obama cut our best nukes an airplanes. How is this anything more than traitorous or appeasement? DARPA has also cut back on future weapon systems. Do we have an ace up our sleave or is Obama intentionally killing our military?
